ICD-10 Coding API: the Free tier is reference-only (no PHI), and no tier is PHI-enabled by signing up. PHI is permitted only for a healthcare organization on a Pro or Enterprise plan, and only once a Business Associate Agreement has been executed with that organization; PHI handling (AES-256 encryption, HIPAA audit logging) is then enabled on that organization's account.
